/PRNewswire/ — As companies around the world continue to reshape their supply chains and evaluate new expansion locations, the Costa Rica Trade and Investment Promotion Agency (PROCOMER) has just completed a strategic investment promotion mission in Portugal and Spain aimed at positioning Costa Rica as a competitive platform for high value-added operations in agricultural technology, global services and tourism infrastructure.

The European agenda, under the leadership of Laura López Salazar, general director of PROCOMER, has focused on strengthening relationships with international businesses and investors, while diversifying the sectors and origins of foreign direct investments arriving in Costa Rica.
“Costa Rica does not wait for opportunities to present themselves, it actively seeks them in sectors that are reshaping the global economy. Europe represents a strategic opportunity to diversify investment sources and continue to attract sophisticated, high-value operations. In 2025 alone, 29 of the 55 new investment projects concluded by Costa Rica came from countries other than the United States, demonstrating Costa Rica’s growing relevance as a global platform for companies seeking stability, talent, sustainability and long-term growth,” says Laura López Salazar, Managing Director, PROCOMER.
One of the key milestones of the mission was PROCOMER’s unprecedented participation in the ISF World Seed Congress 2026, the leading global seed industry event, held in Lisbon, Portugal. The congress brought together more than 1,000 global players in agricultural innovation, biotechnology, research and development.
During this event, PROCOMER met with international companies looking for opportunities in the fields of agricultural R&D, plant breeding, biotechnology and agrotechnics.
Costa Rica highlighted its value proposition as a regional center of agricultural innovation, highlighting differentiators such as year-round production capabilities, specialized talent, water availability, diversity of microclimates and a regulatory environment that supports agricultural research and biotechnology. Global companies such as Bayer, BASF and Nutrien already have a presence in the country.
At the same time, PROCOMER organized the Costa Rica Investment Day, focused on global business services and digital technologies, leveraging the presence of executives participating in Shared Services & Outsourcing Week Europe 2026. The event is considered one of the most important international forums for global business services, shared services, automation, artificial intelligence and digital transformation.
Through meetings and networking engagements, PROCOMER has positioned Costa Rica as a highly competitive nearshore destination for high-value services operations, emphasizing the country’s bilingual talent pipeline, proven global services performance, and its growing digital and technology ecosystem.
The mission continued in Madrid with the Costa Rica – Spain Investment Day, organized in collaboration with the Confederación Española de Organizaciones Empresariales (CEOE). This multi-sector event promoted investment opportunities in tourism infrastructure, agro-industry, high-tech industry, life sciences, services and semiconductors.
Through this European mission, PROCOMER has strengthened Costa Rica’s international positioning as a reliable and sophisticated investment destination, aligned with global trends in sustainability, innovation and quality job creation.
