Xinhua Silk Road: the 10 most notable Chinese cases in terms of megacity governance in 2025 published on Sunday


/PRNewswire/ — During an expert conference opened in Beijing last Sunday, 10 typical Chinese cases in megacity governance were presented to promote the sharing and application of experiences, innovative modes and practices and excellence in megacity governance.

The cases were jointly selected by three think tanks, namely the Institute of Urban Governance of Peking University (PKU), the Institute for Digital Government and Governance of Tsinghua University, and the Xinhua Research Center of Digital Government.

In Beijing, the local government smart service platform “Jingban” now serves all 16 administrative districts, ensuring immediate response upon receipt of a service request, community governance, convenience public service and other basic government service scenarios.

Supported by JD Cloud technologies, the intelligent “digital assistant” platform has integrated more than 600 applications with the aim of fostering higher quality urban development through digital governance.

In Chongqing, the “1361” smart governance regime, which includes an urban digital governance and steering center for different levels of local government departments, has helped the mountainous city in southwest China improve overall urban operational efficiency.

In Guangzhou, southern China’s economic powerhouse has relied on market-oriented data element reform to cultivate innovative platforms integrating digital technology and services with the real economy.

Based on its mobile government service application “Suihaoban”, the city has established a service matrix including “online network, offline window and hotline” to form new digital engines for resilient and smart urban governance.

In Shanghai, a metropolis in eastern China, it has developed “QR code parking” to strengthen smart governance, allowing residents to access convenient and fast parking services by simply using the “Suishen code” or Shanghai city travel code.

Shen Tiyan, executive dean of the PKU Urban Governance Institute, said the mentioned cities stand out for their digital-enabled urban governance, improving people’s livelihoods through digital means, and multi-dimensional collaborative governance.

All of these demonstrate the people-centered governance philosophy and illustrate the progress made through innovation in upgrading urban governance systems and capabilities, Shen added.
