CGTN: Mimořádný kurz – jak Čína s důvěrou kráčí vpřed

/PRNewswire/ — Development based on innovation is changing the face of dynamic and vibrant China. According to the World Intellectual Property Organization, the country entered the top ten global innovation rankings for the first time in 2025, which is also the year of completion of the 14th Five-Year Plan (2021-2025) for China’s economic and social development.

The modernization achieved under this plan has brought a clear focus on the next steps as a new year brings a new development plan. In October last year, the Central Committee of the Communist Party of China (CCP) at a key plenary meeting of the party adopted recommendations for the development of the 15th Five-Year Plan, which sets the direction of the country’s development from 2026 to 2030.

At a time when the country and the world are at a crossroads, China has not only charted a clear direction for its own development under the guidance of President Xi Jinping’s management concept, but has also offered valuable insights to the world in search of stability and direction.

Prepared for 15. pětiletý plan

He considers the period of the 15th Five-Year Plan to be a key phase for strengthening the country’s social and economic foundations and for progress on all fronts towards the country’s 2035 modernization goal.

A characteristic feature of this process is inclusive and consultative management of public affairs. In January last year, the leadership of the CCP decided to establish a working group to develop the country’s strategic plan, which will be presented at the Fourth Plenary Session of the 20th Central Committee of the CCP, with Si personally leading this high-level strategic team. The working group convened its first plenary meeting in February 2025. This officially started the process of developing the plan.

From Politburo meetings of the CCP Central Committee and symposia with private entrepreneurs to regional development consultations and dialogues with non-CCP figures, China has adopted an open approach to policymaking – inviting broad participation and pooling collective wisdom.

In the months leading up to the October plenary session, Xi visited businesses and communities during domestic inspection tours, focusing on priorities for China’s development over the next five years, and also convened a series of leadership meetings to review the proposal, reflecting a management concept that values strategic vision while remaining grounded in practical realities.

Během čtvrtého plenárního zasedání 20. Ústředního výboru Komunistické strany Číny byl po více než osmi měsících příprav přijat významný dokument s oficiálním názvem Doporučení Ústředního výboru Komunistické strany Číny pro vypracování 15. pětiletého plánu národního hospodářského a sociálního rozvoje.

The recommendations serve as a timeline and road map for continuing the twin miracle of rapid economic growth and long-term social stability.

In his New Year’s message, he recalled that 2026 is the beginning of the 15th Five-Year Plan, and called for greater efforts to strengthen confidence, take concrete measures to promote quality development, further deepen reforms and opening up in all areas, ensure prosperity for all, and write a new chapter in the story of China’s miracle.

A new chapter in the story of the Chinese miracle

2025 was a year full of uncertainty. In this situation, China prioritized dialogue and sought win-win international cooperation. In this way, it became a stabilizing element for the whole world and reflected the country’s firm and stable steps on the global stage.

This year saw a landmark “China moment” in global governance, defined by the Global Governance Initiative (GGI) proposed by Xi Jinping. Advocating for a fairer and more equitable global governance system, the GGI has quickly gained the support of more than 140 countries and international organizations, securing a place as one of the defining moments in China’s 2025 diplomatic initiative.

China’s diplomacy bore fruit when leaders and representatives of the five continents gathered in Beijing to celebrate the 80th anniversary of the Chinese people’s victory in the struggle against Japanese aggression and the World Anti-Fascist War, and to express appreciation for China’s contribution to victory in World War II and its steadfast determination to uphold the post-war international order.

In addition to these milestones, China has played a more active role in global governance by announcing its Nationally Determined Contributions for climate action by 2035, renouncing any new special and differential treatment in current and future World Trade Organization negotiations, and establishing the International Mediation Organization in the Hong Kong Special Administrative Region.

China is ready to cooperate with all countries to promote world peace and development, Xi said.
